To become a genin, and master the skills involved, will take you about three years at least, as one's whole body has to change completely, to master the speeds involved for physical skills, and improve a person's mental outlook. At that point one is considered trained to basic levels.
The ninja do indeed have tests - these tests are combat. In combat with other ninja, a ninja learns whether he or she has been training well... or not. Do not worry, these combats are usually in armor, and quite safe. However, they require immense speed, power and fighting reflexes.
The beginning, if you are not in Asia, would be by beginning to study the ancient books and scrolls of the Ninja, some of which you can access here...
