'The video that explains the gyokku ninja philosophy of brotherhood says that one should help another person in reaching his goals as he has helped me reaching mine - master, is this 'right action'? For example, if my goal is to maintain peace and the goal of another person is war, should I help him in reaching his goal in that situation too?'
Gyokku Ninja philosophy teaches that wise do not look at things personally. You speak of 'your goal' or 'another person's goal'. This is the wrong way to think. What you SHOULD be thinking of (in the situation you described above) is, 'Is peace right in this moment?' or, 'Is war right in this moment?'.
Let me give you an example. An enemy army invades your homeland, is killing the men in your neighborhood, raping the women, and throwing children off cliffs. Your neighbor says that all of you should band together and fight the invader.
Right action is doing what is right in each unique situation. Each situation has a number of options that you can take, and you should choose the option that leads to...

If a war might take place, you can be a man of peace by bringing the opposing parties together and showing them the path of brotherhood.
In a time of peace, you can work for the benefit of your people, either by assisting the oppressed, or by doing great things in literature, art or science.
