This is an ancient philosophy, and has many meanings. For one thing, it means that the ninja foresees a possible confrontation before it occurs, and either destroys his opponent BEFORE the confrontation occurs, or befriends the opponent BEFORE the confrontation occurs.

At the highest levels of training,
the Ninja seeks to be in harmony with the cosmos
to such an extent that he can sense
future disharmony with his fellow humans.

This great sense of harmony with the cosmos is accomplished through the higher meditations of the Ninja - which are ways of weaving the subtle flows of the cosmos into the destiny of the ninja.

Actually, though this sounds complex enough, the higher meditations of the ninja are far more complex even than this. At the highest levels, ninjutsu is NOT a warrior art - it is an art of self development, mind, body and spirit, and an art of harmony with the greater cosmos - a way to attain a higher plane of thinking, to become a more advanced human being.
